Update Hugo docs with the initialisms suggested by golint

In particular:

 * .Url → .URL (for node, menu and paginator)
 * .Site.BaseUrl → .Site.BaseURL
 * getJson → getJSON
 * getCsv → getCSV
 * safeHtml → safeHTML
 * safeCss → safeCSS
 * safeUrl → safeURL

Continued effort in fixing gohugoio#959.
