The way the expected offset had been calculated in PlatformDateTimeSpec for the JVM was incorrect, causing the test to fail in 6 of 12 months of the year when run in any time zone with daylight savings. Curiously, the test never failed in CI, which seems to imply that the runner is in a time zone without daylight saving even though this feels somewhat unlikely.
