Updated a couple bits and dropped the part about integrating with sbt-ci-release since that would be confusing. Added an info blurb with context about the fork at the top.
The long-term goal is still that the sbt-typelevel fork is retired and the changes are upstreamed into an sbt-github-actions with a higher bus factor.
