fix u-root build -- add quotes

There was an error in the previous workflow that caused u-root to fail. We needed quotes when building initramfs with multiple templates names, in this case
boot core

includes a kernel as well as initramfs

In addition to basic initramfs, it now includes an amd64 kernel.
