I see 9 filters in Annoyances list if I search gdpr, so it doesn't appear out of scope of Annoyances as you suggest.

This need read pop-up / bar if contains something about GDPR / RODO directly (not in linked rules of site / privacy policy) should be rejected: #4123 (comment)
