I think perhaps the conclusive review score should be based on XP.
If somebody has a lot of XP in a repo their review is a lot more meaningful compared to some random contributor who doesn't know the repo.
An example is here that an unrecognized user left an approval. It doesn't make sense to credit them since these rewards are too easy to farm.
This depends on us implementing the XP system but will need to file a new task for this.
