Several topics on the forum reported that the flag icons such as un.svg for United Nations, cc.svg for Cocos or sh.svg for Saint Helena, are used by some Mate apps by mistake (e.g. un.svg for update-notifier as a fallback for un-reboot.png when system reboot is required, or sh.svg for Mate system monitor when a sh binary is running).

In this PR I have implemented the file renamings suggested here https://ubuntu-mate.community/t/how-to-fix-strange-un-united-nations-flag-logo-emblem-icon-issue/27449/5

I am not sure whether it is the best way to fix this though, since some apps actually looking for xx.svg as flags may fail to load them now. Also, un-reboot.png is not scalable but I put it in the scalable folder anyway.
