Bugfix: Fix bug user can not login after remove ui culture of user

Description

Fixes umbraco/Umbraco-CMS#17048

On version 14, when delete value of UI culture of a user and save, then try to logout and login again. That user can not login to BackOffice.
Solution: I changed to use uui-select instead of uui-combobox, therefore the UI Culture value will always have a value
