icav2 launch ready from workflow run manager should check versions of payload #297

Payload versions will determine which step functions are used for the set-inputs-json (we might need to support multiple versions at once).

The Workflow Run Manager will provide the payload version for the its input.

Likewise the microservice will need to provide a payload version for its output.
