Feature 7102/Change bible priority order when showing GL quote

• adds preference to getting GL quotes from bible listed in relation in tHelps manifest
• adds preference to glt for GL quotes if alignment not found in bibles in tHelps manifest

Please include detailed Test instructions for your pull request:

• You can use test build at https://github.com/unfoldingWord/translationCore/actions/runs/292164643 for testing
• app should not crash in any of the tools.
• The hint after Please select the translation for: for GL text should match the highlighting if the primary bible is shown in the scripture pane
