CLDR-17571

  • This PR completes the ticket.
  • Update README date, version, status
  • Update spec version (status was already draft on main branch). Remove trailing spaces from tr35-info.md as was done on maint branch.
  • Update cldrVersion in dtd and xsd files.
  • Update CLDR version in pom files
  • Update GEN_VERSION in CLDRFile
  • Update DEV_VERSION in ToolConstants.java, and add entries for CLDR 45 in CLDR_VERSIONS and in CldrVersion.java.
  • This all caused some unit test failures with keyboard files, many of which seem to explicitly reference CLDR 45 for their dtd. Filed https://unicode-org.atlassian.net/browse/CLDR-17574 about this and added test skips referencing that ticket.
