Adding datagen feature to meta crate

This has two advantages:

• The rustdoc for icu::datetime will match that of icu_datetime.
• It improves the feature matrix of icu_datagen and the future icu_datagen_provider, in particular because the icu/experimental feature can be used in conjunction with the icu/datagen feature
