Moved actions to get policy/policies to a separate file, the client can specify the resource from which the policy list is requested or the user whose policy is requested
Moved permission checks to appropriate actions
Added PolicyHolderNotFound exceptions instead of using generic resource exception
Replace link to workspace with a backlink to parent resource that holds list of policies
Changed permissions field type in Pollicy document from Permissions to int
