This PR reorganizes the package add steps for all images, fixes minor formatting errors, alphabetizes lists, and ensures that new package lists are fetched, and any caches deleted.
In addition, this PR adds rsync and tar binaries to all images, as these are utilized in the backup and lagoon-sync processes.
