The ansible service broker does not deprovision services when a openshift project is removed. See openshift/ansible-service-broker#520 This causes the lagoon dbaas service to "clog up."

This PR forcefully deprovisions services when deleting environments.

There are a lot of format changes, to see the code changes look at the final commit.
