Not sure you want to be testing these conditions here.. the .htaccess rules about application/modules/system/etc are supposed to block users from accessing any of those. These pre-conditions look like they'll skip the rewrite if some actually hits a real file/directory?

What does this do?
Would it be better to use something like <action type="CustomResponse" statusCode="403" statusReason="Forbidden" statusDescription="Forbidden" /> ?
