3.0 updates for the following pages:

  • Packages: Improved package guidance for 3.0.
  • Settings: Updated with new settings and format for 3.0, plus info on utilities modules.
  • Utilities: Being more clear about packages, settings, and modules for utilities

Also updates scripts to use proper @uswds/uswds package/paths
