This pull request overhauls the entire Issues tab by implementing templates that were taken from #2166 and improved upon by a new bug report form

Also, this pull request adds an issue handler powered via GitHub actions that checks thru a list of keywords (mostly related to malware/virus/etc...) and will add a comment explaining the same paragraph as shown in releases, will add the "Duplicate" label to the issue and will close the issue.
