Synse Server release workflow in CI

Description

we will need a workflow that builds all of the artifacts (docker image, pip tarball, etc) and uploads them to the appropriate place.

will probably also want some of the release tagging stuff in other repos

for now, I don't think we need to worry about distributing synse-server via pip / tarball, so Im going to call this closed. Later on, if we wish to do that, we can open a new issue for adding that distribution to the CI pipeline.
