Since v3.0.0 of synse_grpc is not yet published to pypi, this PR includes a tarball of that package which is installed in the dockerfile and can be installed locally for testing with
pip install synse_grpc-3.0.0.tar.gzOnce the 3.0.0 release of synse_grpc is published, this repo will need to be updated to install it properly, remove the dockerfile shims, and remove the tarball from the repo.
