This PR provides the initial pass at the caching updates. It simplifies how caching is done and greatly reduces the number of caches that we maintain. There is likely still some work to do here, but that will be shaken out as these changes propagate to other areas of synse server. There will also need to be some testing to ensure that the current caching strategy is still performant and not memory intensive.
