To reproduce:

  1. Focus an active module within a group
  2. See the controls on the right are displayed
  3. Focus a different active module within a group
  4. See the controls on the right disappear with no way to restore that panel

fix(module-inspector): fixes regression with module inspector panel

Adds a work-around gl-stack not working as correctly with zero children. Also adds panel focus when
active module is focused (shh)
