Fix clusterrole of scylla-cluster member

Description:

On CI workflows, Scylla cluster does not work properly because of lacks of ClusterRole rules.
This PR fixes it.

Related Issue:

#1261 has been merged into master ignoring the failing workflows caused by this problem.
