Use checksum of configmap for sidecar-enabled Agents.

Description:

• checksum/configmap annotations are enabled when Agents with sidecars.
• Also I added checksum/sidecar-configmap annotations.

This change will trigger restarts of agents when configmaps are changed.

(I also fixed kube-linter workflow settings)
