Overview
Adds a bit of useful metadata to make it easy to get a list of base templates in APIv4. The metadata in turn gets picked up by SearchKit without any updates to the search form.

The diff is very noisy because I guess genCode hasn't been run in a while, but adding the pseudoconstant is the only functional change.
