Toggle whether fragments or parts should be loaded on seek and fragment boundary based on buffer and playback position.
Why is this Pull Request needed?
More efficient fragment loading will be used when playback is far from the part list, or at a position where the partlist will move before being able to stream all parts in a fragment.
