Fix ubi8.arm64.mysql80 build package mirrorserver error

Description

This PR is to fix build error for ubi8.arm64.mysql80.
Installing package from https://download-ib01.fedoraproject.org/ fails and this results to build fail.
I have modified the package mirror server from https://download-ib01.fedoraproject.org/ to https://dl.fedoraproject.org/ and I have checked that there is no issue after modifying the package url.
