This PR adds
slurm_nodes_idle_power_savewhich counts the number of nodes that are inidle~.slurm_nodes_idlestill counts all nodes that are inidlestate.In cloud environments it is interesting to see, how many nodes are idle running (as opposed to virtual instances that are created on demand)
