People have raising the issue that using this code commercially or otherwise is legally not safe even though the author has consented to such use. With this PR a proper LICENSE file (Apache License Version 2.0) and a note to the README file are added.
For brevity I've not added license headers to the code files just to make reviewing the PR easier. Legally they don't seem to be necessary
I've also added a NOTICE file mentioning the use of parts of/ inspiration by OpenFace and the implementation of Facenet by David Sandberg.
