Windows Rules about Syslog and the workstation logon are outdated in the release notes of v3.9.0.
They were added to the ruleset at wazuh/wazuh-ruleset#285 and wazuh/wazuh-ruleset#304 but all Windows rules were refactored at wazuh/wazuh-ruleset#325 so the fields and IDs for those rules changed after that.
