Delete WebRTC-QUIC Blink Tests

These tests have been failing for months, and the
code behind them was deleted via <https://crrev.com/c/2446019>.
This CL finishes that cleanup by deleting these tests, and
removes RTCQuicStream and RTCQuicTransport from
event_target_modules_names.json5.
