FYI, Candidate Recommendation Drafts fail to deploy currently: https://www.w3.org/TR/webnn/

Meanwhile, for the latest, please refer to the Editor's Draft that builds properly: https://webmachinelearning.github.io/webnn/

I opened an upstream issue since this looks like a spec publication infrastructure issue: w3c/specberus#1887

The build has been fixed. For root cause and fix details, see: w3c/specberus#1887

I validated this fix by triggering the most recent publish job and it completed successfully: https://www.w3.org/TR/webnn/
