In particular this adds the MDN margin annotation styles there. But it also deduplicates a lot of existing copy-and-pasted styles.

DO NOT MERGE until corresponding HTML and Bikeshed PRs have been merged. And then after that we need to kick of new builds of all the Bikeshed specs ASAP after merging.
