I am still not understanding the urgent need for a docker 23.x bump

does it provide any features which are essential for WP? This bump is making things very complicated for many environments at this point in time.

Renovate opened #2439 and #2441 which do this update.
Do we want to merge this or stay with docker v20?

Some distros have caught up meanwhile (e.g. Suse) but some are still behind (e.g. Ubuntu).

Conflicts arise if the docker daemon on the host is older than what WP requires.

It's not nice for users to be stuck with on older WP version for quite some time due to this.

One solution could be to maintain releases for multiple docker versions - but this comes with quite some cost of course. Needs a proper discussion among maintainers I'd say.
