Restrictions don't work in Adndroid 7.0 in device owner mode #121

Description:

I built and installed latest Agent to my device. And I activated device owner mode using this document https://docs.wso2.com/display/IOTS320/Device+Ownership+Application
But almost all Restrictions excluding "Allow use of camera" don't work for me.

Affected Product Version:
Android 7.0 device in device owner mode
3.1.0 update 7 and Agent v 3.1.23 (3010023)
