[ImageIO] Add support for Xcode 15 beta 8

• kCGImagePropertyOpenEXRCompression was added here 4eda394 but I have to agree, not sure where this field came from as I couldn't find any docs on it, so added it to the ignore for now because xtro fails otherwise
• Implemented kCGImagePropertyAVISDictionary as a strong dictionary (ref: [ImageIO] Update bindings for Xcode11 #8376 (comment))
