[GameController] Make a few structs blittable. #20697

Make a few GameController structs blittable, which requires some workarounds to the fact that these changes would be breaking changes - we're keeping the old structs, and instead introduce internal blittable versions which are then used in the api definitions (and thus generated P/Invokes).
