Daypart: Unable to retire Dayparts

Dayparts cannot be retired. When the "Retired" checkbox is selected during creation or editing of an existing daypart, the following issues occur:

• The custom daypart continues to appear in the 'Dayparting' dropdown on the Schedule Event form.
  
• The "Retired" checkbox reverts to an unticked state after saving, regardless of whether it was ticked during creation or editing.
  

Steps to reproduce:

1. Go to Dayparting page
2. Add a new daypart or edit an existing one
3. Tick the "Retired" checkbox in the Add Daypart or Edit Daypart modal and save
4. Go to the Schedule Event form and check the 'Dayparting' dropdown
