Is there any way to put both <transaction> and <implementation> in one xml schema

Is there any way to put both and in one xml schema file. Getting below error.
Deployed staEDI jar in EAR. below is the structure.

@dineshraghuramaiah - you can put both of them in a single file, just make sure the <transaction> is first.
