Fixed an issue where Zig-CC wrapper paths on Windows were incorrectly configured. For instance, the wrapper was written to
wrapper_path .. ".cmd"(e.g.,cc.cmd), buttoolset_ccwas set towrapper_path(e.g.,cc), causing path mismatches.
