Currently, the Terraform workflow always fails. This PR will try to fix that.

Terraform Init failure


The Terraform configuration must be valid before initialization so that
Terraform can determine which modules and providers need to be installed.

Error: Experiment has concluded

  on ../../main.tf line 3, in terraform:
   3:   experiments      = [variable_validation]

Experiment "variable_validation" is no longer available. Custom variable
validation can now be used by default, without enabling an experiment.

Could not find required providers, but found possible alternatives:
