Unable to create "Clocked Scan"

Issue Summary

Clocked scan is a feature on rengine. But it is not selectable from the 'Choose the scheduler' tab while creating scheduled scan.

Steps to Reproduce

1. Click on 'Schedule scan' for any target.
2. Try to select 'Clocked scan' from the list (of 'Periodic scan' and 'Clocked scan')

• I have confirmed that this issue can be reproduced as described on a latest version/pull of reNgine: (yes / no)
