Description

Context: #6640, #9980, #10783

The transaction table version used to notify tablet servers of changes in transaction tables and their placements is incremented whenever a transaction table is created or their placement is explicitly set. Transaction tables that have their placement set through a tablespace will be able to have their placement changed without an explicit change in their placement via ALTER TABLESPACE, but these changes do not increment the transaction status version. The version should be incremented whenever a change of the placement of transaction tables' tablespaces is observed by the master during the tablespace update.
