Centos 8 is EOL https://www.centos.org/centos-linux-eol/

Migrate our regular EL8 builds to Almalinux.

The change in 2.12 is insufficient, since the release_artifact property is not specified. The default value no longer works for alma8 OS.

Summary:
Previous default values for release_artifact builds do not match the move to almalinux.
This makes the setting explicit to identify which build types should be packages for releases.

Test Plan:
Jenkins: skip
The diff testing does not exercise release packaging. The change must bbe landed on release branch
to have an effect.
