In a gflag update, when the master nodes are updated, the non-leader nodes should be updated first and the master leader node updated last. This is a follow up to #2168

Summary: During rolling gflag updates, make sure that the master leader is upgraded last

Test Plan:
Perform a rolling glfag update, ensure that the master leader node is the last master
node to be updated
