It's now possible to use a hook specified in `pyproject.toml` to choose
which files are put in the sdist. (License and README files, and
`pyproject.toml` itself, are added regardless of the hook's logic.)

Also fixed inclusion of licenses into wheels, so that the filename may
have an extension.
