  1. Tweak div/rem and decrypt gas costs 

    Reduce div/rem gas costs in order to take into account that, for now,
the divisor can only be a plaintext and that is much faster than it
being a ciphertext.

Increase decrypt gas costs in order to disincentivise its use and turn
users to cmux.
