to minimize number of repositories and decommission https://ci.qaprosoft.com/nexus closer to the end of the year let's setup CI/CD to reuse https://nexus.zebrunner.dev/repository/ce-snapshots/ for carina snapshots artifacts

done, all CI/CD staff for snapshot builds moved to zebrunner dev nexus.
qaprosoft will be decommissioned in Jan, 2022.

already tested on my own that artifacts are built(uploaded) and can be used(downloaded) successfully
