zebrunner/community-edition#384
we should be able to setup and start jenkins-master on our own without Zebrunner CE infrastructure overall

during verification make sure to setup jenkins-master individually using steps from README and as part of Zebrunner CE (branch develop).
In both cases jenkins might be used as configurable CI for test automation scripts
