cmsis: cmsis_6: Update CMSIS to cmsis_6

Currently we are using CMSIS 5.9.0. This is deprecated and
replaced by CMSIS 6. This will be required for support the IAR
toolchain, TrustedFirmware-M. And to receive further upstream
updates.
